Scott Chapman
As a highly accomplished Change Project Director with over 20 years of extensive experience in the rail industry, Scott specialises in strategic leadership, project management, and asset management. His career is marked by a proven track record in delivering large-scale projects, optimising asset performance, and leading safety improvement initiatives.
Scott has led strategic asset management initiatives for the ARTC Hunter Valley infrastructure, directed the delivery of comprehensive maintenance plans, and optimised ARTC's Plant services management. As ARTC Project Director Scott successfully led acquisition projects, coordinated cross-functional resources, and maintained effective stakeholder engagement. As Project Director for the Safe Work Improvement Program safety improvements were realised across ARTC rail corridors, underscoring his commitment to safety management and risk mitigation. As the Country Regional Network Tender Bid Lead, Scott developed a comprehensive bid strategy for network integration, demonstrating strategic planning and organisational development skills. As General Manager Operations Services Scott implemented the ARTC Advanced Network Control Optimisation (ANCO) project, which significantly enhanced train control system efficiency and network performance.
Scott is adept at managing complex stakeholder relationships, fostering high-performing teams, and driving organisational change. Recognised for problem-solving abilities, strategic planning capabilities, and dedication to continuous improvement, Scott is passionate about enhancing operational efficiency and aligning projects with business objectives.
Prior to ARTC, Scott held roles as Structures Manager for the Manchester Light Rail Network in the United Kingdom, Project Engineer for the Channel Tunnel Rail Link project in Kings Cross, London (CTRL103) and Project Engineer with Abigroup Contractors in Australia.
Scott has a Civil Engineering Degree (Honours) from the University of Wollongong and is a Fellow of the Permanent Way Institute (Aus)
